Most children begin recognising numbers around age 3 and start writing them between 4 and 5. Counting real objects out loud is a great first step before writing.
Counting comes first. Once a child can count a small group of objects and understands 'how many', writing the matching numeral becomes far more meaningful.
Many preschoolers count to 10 or 20 with practice, but every child is different. Focus on understanding quantity rather than rushing to bigger numbers.
